The printer was in process of producing a "made for collector" error for this particular value. I have not seen a perforated variety of this error thus I do believe it was never fully produced.

Noting on the all colors proofs that the missing blue error is in place. At this time it appears there are no all colors proofs with both the primary and secondary blue stages applied. In theory the secondary blue stage was applied as the last stage.

There were 5000 pairs of each of the 1947 9400 Class 0-6-0T Train Stamp progressive color proofs made for Saint Vincent Grenadines Union Island.
The quantity is unknown on how many missing blue error pairs were made. In theory I believe 5000 pairs were also produced. As stated earlier no perforated examples have been seen and again in theory I believe they never got that far in production.
